The Public Education Information Management System (PEIMS) encompasses all data requested and received by TEA about public education and includes student and staff demographics, academic performance, personnel, finance and organizational information.

Each year the PEIMS department is responsible for submitting district data electronically to the state via standardized computer files as defined by the TEDS Data Standards. The information submitted determines funding and is used by the state to measure compliance in several programs. Data accuracy is critical and the primary function of the PEIMS Staff.
Data collected through PEIMS is used by several TEA programs to create reports including: TEA Standard Reports, Texas Academic Performance Report, Accountability System, Snapshot and Pocket Edition.
In compliance with the Texas Education Code, PEIMS contains only the data necessary for the legislature and TEA to perform their legally authorized functions in overseeing public education.
Data is submitted to TEA 4 different times a year known as PEIMS Submissions. For each submission different data is collected and reported to the State. There are no two submissions that are the same and with each year the reporting requirements change as legislature determines new information is needed. In addition to the PEIMS Submissions the State is in the process of rolling out the TSDS Core Collections. These Core Collections are specific identified data information of sub populations that were being submitted in other applications or forms and will now be utilizing the TSDS to match student demographic data creating a dashboard of longitudinal data of a student.
Fall Submission includes organization and campus data, shared services arrangements data, campus related data, current fiscal year budget data, staff data and student data such as identification/demographic information, enrollment information, special program information and leaver information for grades 7-12 (dropout, graduate) information.
Mid-Year Submission includes organization and campus data, shared services arrangements data and actual audited financial data for the previous fiscal year.
Summer Submission includes organization and campus data, student data such as identification/demographic information, basic attendance data, program participation attendance data such as bilingual and career/technology, course completion, and student discipline data.
Extended Year Submission includes organization and student data such as identification/demographic information, attendance information regarding extended year, PK and K participation in the summer bilingual program, and Summer Dual Credit course completions.
Early Child Data System (ECDS)- Kindergarten Core Collection includes organization and student data such as identification/demographic information, special program information, teacher assignments, and beginning of the year assessment data.
Early Child Data System (ECDS)- Prekindergarten Core Collection includes organization and student data such as identification/demographic information, special program information, course info, numbers of half-day and full-day classes offered by the district and campus, funding sources, type of curriculum being served, teacher qualification status, family engagement URL link, high quality program info, and the type of approved monitoring tool being used including assessment data.
Class Roster Core Collections- submitted twice a year once in the fall and once in the winter. Includes organization and student data such as identification/demographic information, special program information, teacher assignments, and course info. This was formally part of the class info that was submitted in the PEIMS Summer Submission. It was separated into it's own collection to pull the classroom roster data more closely to STAAR testing dates.
State Performance Plan Indicator 14 (SPPI-14) Core Collection- submitted mid year and will be used to gather data for students with disabilities enrolled in grades 9-12 who have exited a local education agency (LEA) and have a leaver record with certain leaver codes. This data will be used to inform stakeholders, such as educators, parents, and legislators, about the effectiveness of educational programs and student outcomes for youth who are no longer in secondary school and had an Individual Education Program (IEP) in effect at the time they left school in accordance with 20 U.S.C. 1416(a)(3)(B).
Residential Facilities (RF) Tracker Core Collection- submitted at the end of the year. RF Tracker will be used to collect data for students with disabilities who reside in residential care and treatment facilities within the geographic boundaries or jurisdiction of local educational agencies (LEAs). This data will be used to inform stakeholders, such as educators, parents, and legislators, about the effectiveness of educational programs and student outcomes for students residing in residential facilities in accordance with 19 Texas Administrative Code (TAC) §97.1072.
Special Education Language Acquisition (SELA)- submitted at the end of the year. SELA collection will report data on the language acquisition of children eight years of age or younger who are deaf or hard of hearing, identified with an auditory impairment or deaf/blind using the following DISABILITY-TYPE codes: ’02’ Deaf-Blindness (Deaf-Blind) or ‘06’ Hearing/Auditory Impairment (Auditory Impairment). The data will be used to gather information about language acquisition services being provided to deaf or hard of hearing students.
Charter School Waitlist- data must be reported as of the last Friday in September and due to TEA by the last Friday in October. The collection is to meet the requirements of TEC Chapter 12, Subchapter D, Section 12.1174 by collecting information about enrollment and the use of a waiting list.
Child Find- combines State Performance Plan Indicator 11 (SPPI-11) and State Performance Plan Indicator 12 (SPPI-12) in the TSDS Core Collection. SPPI-11 refers to the timely evaluation of students, ages 3-21, for special education services under Part B of IDEA. SPPI-12 refers to children who are referred from Part C of IDEA prior to age 3, found eligible for Part B of IDEA, and have an individualized education plan (IEP) developed and implemented by their third birthday to receive early childhood special education (ECSE) services from a local education agency (LEA). Both SPPI-11 and SPPI-12 are compliance indicators and data are needed to meet federal reporting requirements related to special education Child Find activities.
The TEDS Data Standards and Student Attendance Accounting handbook require districts to follow and maintain certain state criteria in the areas of Student records request (TREX), student and staff demographics (PID), and enrollment tracking (ET). Therefore the following state applications are overseen by our department.
Texas Records Exchange (TREX)- Database that allows campuses to send student records through a secure and encrypted database to other Texas Public districts, private schools, charter schools, and some Texas Universities. TREX also comes with it's very own data standards that district have to follow in order to submit accurate student data and transcripts.
Texas Student Data System (TSDS)- Is the main database warehouse that houses all the PEIMS and Core Collections data submitted by schools. Here is where PEIMS submits the files to TEA for validation and where PEIMS standard reports are created and housed based off the data loaded into the system. Under this database is also the subsystems of the Unique ID (UID) and Enrollment Tracking (ET). The Unique ID system is where PEIMS imports student and staff demographic info to assign each person a 10 digit unique id that allows better longitudinal data through all the systems in the State database. A UID is required for every student and staff in order to be loaded into the PEIMS files and submitted to TEA. Enrollment Tracking is the longitudinal data that districts and charter schools are required to upload on a weekly basis enrollment and withdrawal change information to use as a tool to locate their Leavers and verify enrollment between districts to minimize dual enrollments. It also allows districts to compare and verify changes of student demographic information, such as name, ethnicity, date of birth, and state reporting id, that may differ from the district database to the state database. These are know as PID discrepancies and must be kept at minimal in order to submit a file to TEA. When a discrepancy occurs PEIMS will request documentation from the campus level to determine which database is correct and make the necessary corrections if needed.
