Student Transfers

A student who resides in VISD and desires admission into a school other than his/her "home," "neighborhood" or "attendance-zoned" campus (i.e. intra-district transfer) OR a student who does not reside within the Victoria ISD area (i.e. out-of-district transfer) and would like to attend a VISD school must file an application for transfer with the Office of Student, Parent, & Community Services. For all student transfer information, requirements, timelines, types, etc., please reference FDB-R Transfer Regulation

After a transfer is approved, if transfer criteria is not maintained the district may revoke the transfer and student will return to residency zoned campus. Students may not apply for a transfer if they have been revoked from a transfer the previous year.

All current Transfer Students and School Choice Students have received a Contract Renewal for 2025-26. Signed Contract Renewals are due back to the Office of Student, Parent, & Community Services by 5:00 PM on February 21st.

Pre-K Tuition-Based Applications will be accepted after the March 15th Priority Window closes until all seats are occupied.

Two-Way Dual Language Application: March 1st - August 29th

  1. Employee’s Child(ren) (Employed at requested campus for Student/s)

  2. Sibling (Placement for SPED, and P-Tech)

  3. Administrative (Documented concerns related to Bullying, Safety, Sexual Assault, Power of Attorney or extraordinary conditions)

  4. Senior Year (12th graders only)

  5. NEW! Program Transfer (STEM Program)

  6. Physical/Psychological (Physicians Form needed)

  7. Anticipated Move (Valid sales or lease contract with closing or occupancy date needed)

  8. Out of District (only for students who do NOT live within Victoria ISD boundary. Must provide current proof of address initially and annually thereafter)

Transfer Application Requirements and Deadlines

Transfer applications will be accepted March 1st through March 15th Late Transfer Window will only be open September 2 through September 16

ALL REQUEST MUST USE ONLINE TRANSFER APPLICATION.

(Only exceptions will be specific PEG and USCO transfer types)

Student Services will contact you if any additional information is needed after application is submitted online.

The online transfer application will include the option for the parent/guardian to request an email receipt prior to submitting the online form. This will be confirmation your application successfully submitted.

Transfer requests or documentation should not be sent to the campus.

If a transfer application is submitted by the deadline, parent notification of transfer approval or denial occurs approximately the second week in May 2025.

After the September transfer deadline, parent notification of transfer approval or denial will be within 10 district business days.

Students granted a transfer before school begins must attend class at the requested campus on the first day of school or the transfer will be voided (absent extenuating circumstances).

Transfer Revocation

Reasons for revocation of any transfer include but shall not be limited to the following:

  1. Discipline: Student

  • is placed at DAEP or Expelled,

  • receives two or more discipline referrals resulting in ISS or OSS, or

  • engages in delinquent conduct or has been convic

    ted of a criminal offense and is on probation or other conditional release

  1. Attendance: Student

  • has violated compulsory attendance law including unexcused absence on three full days or part days (This includes unexcused reasons for leaving campus early for elementary students),

  • Student has incurred excessive unexcused tardies on five or more days, or

  • Failure to pick up student from campus at campus designated dismissal time

  1. Academics- Student must be passing at each Interim progress report and 9-week grading period report card. Interim progress reports shall be issued for all elementary students after the fourth week of each grading period and for all secondary students after the third week and the sixth week of each grading period.  (not applicable to PEG)

  2. Ineligible- No longer meets the approved transfer criteria

  3. Space/staffing-

    No seats available in the program or at the campus grade level, growth rate of the campus, or requires employment of additional staff

  4. Per FBD any other condition the Superintendent deems necessary or appropriate.

If any of the established transfer criteria are violated, the District may revoke the student’s transfer and require that the child immediately return to his/her home campus/home district. Notification of a revoked trans-fer is made both via U.S. Mail and electronically to parent email. If a transfer is revoked, the student is ineligible for another transfer during the remainder of the current school year as well as the next school year. There are no appeals for revoked transfers.
